What's the plan for internally displaced persons?

    So it has definitely crossed my mind that when the economy collapses the best people to be with will be those with active permaculture gardens. As I live quite close to Zaytuna farm what will stop me and many other people from seeking refuge there? What is the plan for dealing with internally displaced persons? Would you accept me or turn me away? Of course I intend to start my own food forest but it hasn't occurred yet.
