this one is a sign that people are learning and
figuring things out: (i'm always happy to see people
improving their farming practices and finding ways to
not only recharge groundwater supplies but to think
    far ahead)

and, a more interesting wider article dealing with the basic politics:

again some interesting signs there that some people are caring enough to do the work needed to protect their water supplies.

I'm not seeing the signs here. I'm glad someone else is!

In fact, I walked past some recently mechanically lowered and emptied creek beds with larger pipes to increase the speed of the water just yesterday. Begone water, to the ocean with you and take as much dirt as you can!

Toledo, Ohio has lost water to over 4,000,000 residents due to toxic algae due to a polluted Lake Erie.

Florida, in the ocean, has flesh eating bacteria making the beaches unusable.

The Aquifer under the Colorodo river has been depleted by over 75% but Nestle keeps pumping it out because "Humans don't deserve clean water."

please consider it important once in a while remember to:

celebrate victories and efforts for the positive.

point out and reinforce those who work hard to improve.

lift up people and encourage them to continue.

as constant negativity is an additional cost/friction to getting things done...
