im new to permaculture, have little practical experience in Agriculture/Horticultre.

What do you think is the better idea.

To study formally with either TAFE, or a correspondence course in Horticulture/Agriculture to give me SOME sort of standing in the field.

    or

Do a bit of woofing/Community gardening etc...?

    thanks for any advice/ideas

Depends on what you are wanting to get out of it. Are you just wanting to "permaculture" your back yard? Or run a company as a permaculture planner and landscaper? Or teach? Or set up a community agriculture project? Or do aid work?

Study with Tafe if you want to embark on a career.

Yeah I reckon study is more important if you want to have a paid career in the area. But nothing beats experience for actually living in a certain way.
