    Thanks for the thoughts. The personnel that I advise and I were actually talking about their department's response in the event of an earthquake (my random choice regarding emergency/crisis responses) 2 hours prior to this happening. Things couldn't have worked out better - We had the right numbers to call at the new ministry etc. I'm trying to get an idea of the scope of damage now (close to 8000 homes with less than a few weeks to bad winter weather) and what that means for the newly homeless.

    Thanks for pointing out Rosemary. I had found the site about Samsortya previously and it helped to see the linkage with the other items.

    I'm also trying to figure out my daily rhythm as for getting online and continuing to look through this vast forum for information and responding to conversations!

    As everyone knows, the situation in Afghanistan is not good. One of the key issues in Kabul is the explosive population growth since 2001. As an indication:

    "Despite the myriad problems, there is reason to hope. A new plan to guide Kabul’s development for the next 15 years was finally approved in May. It estimates that Kabul’s population will grow to around 8 million. The streets, which were planned for 30,000 cars and which now accommodate about 400,000 vehicles, are by then expected to have some 800,000 vehicles."

    With a city "designed" for a mere 500,000 people the current 3.1 million residents (read refugees) has strained things to the breaking point. From reports we've received from in-country, Kabul is basically surrounded by an ad-hoc refugee camp without fences.

    @Billy VanCuren is this your observation also?

    Anyhow, as our winter's project we have begun to do an energy flow analysis of various household types in-and-near Kabul and Jalabad in preparation for proposing some key approaches and techniques to improve the situations faced by a majority of the population in these areas.

    All of this must take into consideration the security issues faced by the Afghan people, including the fact that indications of western technology attract the attention (and retribution) of the "insurgents".

    One of the things we need is information about how the people are actually living in Kabul, how they get their food, shelter, water, etc and feedback on how some ideas might be received the these folks and actually implemented. For instance, we once proposed using household food "waste" as compost materials and chicken feed supplements, but were told that there is no food "waste", it is all eaten by somebody.

    Our focus is on what the people in Kabul and surrounds can do for themselves using what resources they are able to discover, re-purpose, and adapt towards capturing water, growing food, and staying warm (especially in Kabul).

    Those are my observations.

    If there is a list of questions (any specific one not mentioned) already developed, I have access to several different populations that I can "survey" to get some responses. The problem is that it will take a discussion vs a handout because so many people don't have the "reading" skill down very well.

    I finally found a policeman that has a farm outside town that I am discussing farming methodology with at this time. I have experience down in Paktika for what the villagers used as standard home heating and I am getting familiar with what the city (Kabul) has at their disposal. I am looking for any evidence of nurseries in the city, too. I haven't had time to find details related to the story about a "Future City" that broke in the last two days - https://afghanistantimes.af/muda-breaks-ground-on-smart-city-township-in-kabul/. There is a reference to the department that is handling it - Minister of Urban Development Affairs (https://muda.gov.af/en).

    I do drive the streets almost daily and there is absolutely a traffic/congestion issue that my counterparts have not experienced in any other countries. I spent 3 hours in traffic trying to move less than 5KM due to a lack of planning ability among the city's police force (I Advise the National level).

    I have addressed the concept of capturing rain water with my interpreters and it is a confusing concept...they just look at me and ask "why" because they have city water! I'm still working on this one. Fortunately, a friend of mine found the UC Davis link - https://afghanag.ucdavis.edu/natural-resource-management/soil-topics. This has considerably assisted the conversation.

    Almost everyone that has a house (not apartment) grows some sort of food stuff. I have been asking for what is grown and working through the language barrier of what certain vegetables are called just to find out what they are growing. Pictures have helped a lot with this. I have a basic list from my language training, but I focused on basic greeting and introductions and I'm sure that my skills will improve over the year.

    I have reached out to USAID, FAS, and the State Department, but anything agricultural has been drawn down or completely stopped due to the security concern.

    You are spot on with the retribution discussion for use of "Western" technology, but so many things can be "hidden" from a reuse or adaptation point that it is still possible to put forth ideas that will be implemented.

    If you could have gotten him a Chilgoza pine seedling, I would be sure to ring his office when he gets back! I don't have a direct relationship with him, but there aren't too many degrees of separation around here.

    I'm trying to understand how people are growing their own food on a more common scale. The upfront difficulty is that a majority of the gardens are maintained by the women. One, that makes it difficult to discuss because it's not seen as a "manly" task. Two, since the female has the working knowledge of the garden, the male could be disgraced by not being able to address the question and so refuses to discuss. Granted, that is not true in all cases, but it is highly prevalent.

    I will be staying tuned to the Minister's page to see what is released regarding the visit. Thanks for the info!

    I'm an architect doing my masters in Urban design at University of Toronto. Always fascinated by the relationship between Conflicts and urban form, for my Thesis I am looking at refugee crisis and Canada’s plan to intake 25000 refugees in 2016 and proposing an urban design project in response to their immediate need for housing.my project aims to devise pragmatic ways to integrate new arrivals that avoid ghettos arising on city limits while also fostering urban regeneration.
    I'm looking at the early phase of refugee's settlement with the aim to provide a sustainable design which could turn into a long term settlement or to a future city (regarding the dezeen article)
    I am checking this forum everyday for updates and I enjoy your discussions and helpful links which interestingly are more or less the same articles and websites that me and my thesis adviser, Professor Hans Ibelings, are looking at.

    Hi Dorsa welcome to the PRI forum thanks for joining this thread. Dear Billy, 9andalf and Geoff apologies for being away for a bit on the road, but I have read your posts and conversations with great interest.

    For readers following this thread, Billy has started a new thread here focussing specifically on Kabul entitled "Life in Kabul, Afghanistan" I hope Billy can continue to be part of this thread too - time/circumstance permitting !

    Your Thesis is extremely interesting and can be of great benefit for our brothers and sisters in need, I wish you every success over the coming months with your research, design and implementation. And may it be that PRI forum members can offer you some support in which ever way we can.

    For the smart garden city design posted above, which is presented here because whilst designing it, it became apparent the ease and potentially short time-frame for installation, and subsequent extensions - being recursive/fractal... it can be particularly beneficial in said circumstances, also for urban extensions. The green infrastructure for ecosystem services I feel is essential for a refugee settlement, and indeed any settlement, to create and maintain economic sustainability, for positive health implications (physical and psychological) and indeed conducted using regenerative agriculture/agroforestry can be highly ecologically and socially beneficial.. in terms of system health and in terms of enviro psychology or biophila as some are referring to it.

    Over the past 18 months I have conducted an in depth academic literature review, because I originally wrote the proposal for a wider audience in plain language, but since found a need to verify the theory academically. The lit review is mainly peer-reviewed urban design, planning, sprawl mitigation, green infrastructure, ecosystem services, environmental psychology, ecology and some sociology journal articles.

    I'm in contact with, and have exchanged quite a number of emails with Professors Nikos Salingaros (UTSA, Texas), Prof. Pierre Frankhauser (TheMA - Uni Franche Comte), and Prof. Massimo Tadi (IMM Design Lab, Uni Milano). I have also recieved two email replies from Professor Mike Batty (CASA, UCL) who informed me he had forwarded my design to Dr Serge Salat of the Urban Morphology and Complex Systems Institute in Paris.

    I also extended the research into some aspects of philosophy, religion and economics. I believe these can be equally relevant to post disaster/conflict situations and for longer term stability.

    ah and just yesterday, the article below was published. In my original garden city proposal, i generalised by saying the residential buildings can be predominantly Earthship-style constructions – in terms of the energy saving, use of recycled materials, and SAFE (Sustainable Autonomy For Everyone) grid independent nature of their design. But the little hobbit houses in the article are prefab, and may serve a refugee situation well, considering the time frames for construction and the benefits yielded, also ease of unit transportation – lightweigh, stackable.. Not sure of the material, but remember reading in Ernest Callenbach’s book ‘Ecoptopia’ of a similar design made from stabilised cellulose-based plastic, which can be remolded for recycling purposes:

    On a sociological level also lots to discuss regarding the city as a living being... recently discovered Aristotle’s City Soul analogy, but this was first described in Plato’s “Republic.” c400bc. I developed a model for this in 2006 but recently found it is an established concept made clearer by Aristotle in “Politics” c350bc... after researching further discovered it was a teaching first delivered via Mûsâ ibn Amram c1350BC/c-2052! This teaching of micro-macrocosm, when combined with contemporary psychology of Maslow, and more specifically/recently Koltko Rivera (cited above comment #1) is extremely valuable as a community hierarchy of needs, focussing on mutual self realisation ethic (human potential), and ecological ethic, among others - well defined by


    Six principles of a future scenario from Markley and Harmon et al.(1982, p202) see link below:

    1. convey a holistic sense of perspective or understanding of life;
    2. entail an ecological ethic, emphasizing the total community of
    life-in-nature and the oneness of the human race;
    3. entail a self-realization ethic, placing the highest value on development of selfhood and declaring that an appropriate function of all social institutions is the fostering of human develop-
    ment;
    4. be multi-leveled, multi-faceted, and integrative, accommodating
    various culture and personality types;
    5. involve balancing and coordination of satisfactions along many
    dimensions rather than the maximizing of concerns along one

    for the city seed, for the city centre... what is a city? what is a city centre? its functions its needs, it's purpose, the bare reality of it... why did they happen? when are they best? when are they great? when are they terrible? etc

    what is the chharacter? of your city/development? the culture? the history... etc each city is born, each person is born.. what is the character, the soul like? the gifts, the talents, the beauty....

    another factor discussed is economics - eras or long wave cycles have been discsused by kondratieff... what s the next kondratieff...

    also consider what if all the world was urban... how to mitigate/ensure ecosystem heailth... these were all questions

    I emailed the CDU (Christian Democratic Union), Chancellor Angela Merkel's Political Party, at the start of November 2015, referring them to the Earthship "Call to Arms". And received the email below from Arthur Sandhaupt ([email protected]).

    Please find below a google translate to English, the following post will contain the original German version. And below that, a copy of the original enquiry I made via the CDU website.

    The email response is probably a generic one, however it outlines the current public status of the CDU regarding the refugee situation, and also Arthur Sandhaupt (arthur.s[email protected]) may be a person to contact for further enquiry.

    The concluding sentence, makes me consider sending a proposal based upon complexity theory, using pattern language. i.e. the garden city design above:

    vielen Dank für Ihre Zuschrift zum Thema Asyl und Flüchtlinge. Ich möchte Ihnen die Position der CDU und die Maßnahmen der CDU-geführten Bundesregierung erläutern. Aufgrund der hohen Zahl von Mails ist es uns leider nicht möglich, auf alle Aspekte im Detail einzugehen.

    Allein infolge des seit 2011 anhaltenden Bürgerkrieges in Syrien sind mehr als 11 Millionen Menschen auf der Flucht. Die überwältigende Mehrheit der Flüchtlinge findet in Nachbarländern und -regionen Schutz.

    Viele Menschen machen sich auch auf den Weg nach Europa und Deutschland. Die Bewältigung der Asyl- und Flüchtlingsproblematik ist damit die größte innen- und außenpolitische Aufgabe unserer Zeit geworden. Um diese Aufgabe zu bewältigen, ist ein ganzes Bündel an Maßnahmen nötig. Daran richten sich die Maßnahmen von Bund und Ländernaus, die Bund und Länder vereinbart haben. Weitere Vereinbarungen wurden getroffen.

    Unsere Ziele haben wir klar definiert:

    Fluchtbewegungen steuern und ordnen,
    Fluchtursachen bekämpfen,
    Zahl der Flüchtlinge reduzieren,
    Menschen in Not helfen.

    Eine gemeinsame und einheitliche Asylpolitik der Europäischen Union wird eines der großen Projekte sein, das die EU in den nächsten Jahren prägen wird. Es kann nicht sein, dass nur eine sehr kleine Zahl von EU-Ländern den Großteil aller Flüchtlinge aufnimmt. Wir setzen uns für eine solidarische und faire Verteilung schutzbedürftiger Flüchtlinge in den EU-Mitgliedsstaaten ein. Die Europäische Union soll nach unserem Willen gemeinsam mit der UN-Flüchtlingshilfe Registrierungszentren in den EU-Staaten errichten, an deren Außengrenzen der Flüchtlingsandrang besonders groß ist.

    Auch Albanien, Montenegro und das Kosovo gelten fortan als „sichere Herkunftsstaaten". Denn nahezu alle Asylanträge von Menschen aus diesen Staaten werden als unbegründet abgelehnt. Dazu gehört dann die Durchsetzung derAusreisepflicht – notfalls durch zügige Abschiebung. Hier stehen besonders die Länder in der Pflicht.

    Bargeldleistungen sollen künftig in Erstaufnahmeeinrichtungen so weit wie möglich durch Sachleistungen ersetzt werden. Auszahlungen von Geldleistungen dürfen längstens einen Monat im Voraus erfolgen.

    Die Gesundheitsleistungen richten sich wie bislang nach dem Asylbewerberleistungsgesetz, auch wenn einzelne Bundesländer eine Gesundheitskarte ausgeben wollen. Diese Karte ist nicht vergleichbar mit der Gesundheitskarte der gesetzlich Versicherten. Ausgebildete Ärzte unter den Asylbewerbern können in die medizinische Erstversorgung der Asylsuchenden eingebunden werden.

    Die Menschen, die eine dauerhafte Bleibeperspektive haben, sollen möglichst schnell in die Gesellschaft und die Arbeitswelt integriert werden. Hierfür werden die Integrationskurse für Asylbewerber mit guter Bleibeperspektive sowie für Geduldete geöffnet und entsprechend des Bedarfs ausgebaut.

    Der Bund hat zugesagt, sich an den gesamtstaatlichen Kosten zu beteiligen, die in Abhängigkeit von der Zahl der Aufnahme der Asylbewerber und Flüchtlinge entstehen. Für das Jahr 2015 entlastet der Bund die Länder um zwei Milliarden Euro. Ab dem Jahr 2016 beteiligt sich der Bund an den Kosten der Länder für den Zeitraum von der Registrierung bis zum Erlass des Asylbescheids pauschal in Höhe von 670 Euro pro Asylbewerber monatlich. Der Bund leistet zudem einen Beitrag zur Finanzierung der Kosten für unbegleitete minderjährige Flüchtlinge in Höhe von 350 Millionen Euro.

    Zusammengenommen werden Länder und Kommunen voraussichtlich um rund 3,5 Milliarden Euro entlastet.

    Die CDU bekennt sich zum christlichen Menschenbild und den daraus erwachsenden Verpflichtungen. Deshalb helfen wir Asyl- und Schutzsuchenden, die vor Krieg, Verfolgung oder Not aus ihrer Heimat geflüchtet sind. Diese Hilfe entspricht dem Gebot unseres Grundgesetzes. Anerkannt werden Flüchtlinge, die vor Krieg, Bürgerkrieg oder Vertreibung fliehen. Für uns als CDU ergibt sich das Gebot zur tätigen Hilfe auch aus dem C im Parteinamen. Wer manchmal fragt, was das „C“ bedeutet – hier wird es ganz konkret. Asyl wird aber nur dann gewährt, wenn eine politische Verfolgung vorliegt. Wer diese Gründe nicht hat, sondern aus wirtschaftlichen Gründen zu uns kommt, muss in seine Heimat zurückkehren.

    Unser langfristiges Ziel muss sein, dass sich Flüchtlinge gar nicht erst in eine lebensbedrohliche Situation begeben. Eine nachhaltige Asylpolitik setzt daher bei den Fluchtursachen an. Die EU muss sich dafür einsetzen, dass sich die Lebenssituation in den Herkunftsländern der Flüchtlinge anhaltend verbessert. Die Aktivitäten der zuständigen Bundesministerien (Entwicklung und Auswärtiges Amt) zur Bekämpfung der Fluchtursachen in den wichtigsten Herkunftsländern werden deshalb aufgestockt.

    Nach den fürchterlichen Terroranschlägen in Paris wurde vereinzelt der Versuch unternommen, die Flüchtlingsthematik und den Terrorismus in Zusammenhang zu bringen. Das ist absurd. In Wahrheit fliehen die Menschen genau vor diesem Terrorismus in ihrer Heimat. Dass überhaupt kein Anlass besteht, die zwei Themen miteinander zu verquicken oder gar die Bundeskanzlerin in den Fokus der Kritik zu stellen, betonte dazu der CSU-Vorsitzende, Ministerpräsident Horst Seehofer.

    Die Aufgabe ist also sehr komplex. Einfache Lösungen kann es daher nicht geben. Bund, Länder und Kommunen arbeiten intensiv daran, miteinander kurzfristig in einem gemeinsamen Kraftakt die vor uns liegenden Aufgaben zu bewältigen. Mit Engagement und gesundem Menschenverstand werden wir diese Bewährungsprobe gemeinsam bestehen. Unser Land hat die Kraft und die Möglichkeiten dazu.

    At the International Permaculture Convergence in England in September 2015 an international group of experienced permaculture practitioners led by Rosemary Morrow met over a four day period to discuss the refugee crisis. They explored in depth how the permaculture movement and communities could respond in practical and positive ways.

    Permaculturists are especially well placed to welcome and support refugees because of our principles and knowledge over a wide range of fields and disciplines… and we are everywhere. We understand the civil and environmental conditions that force citizens to leave their homes. We believe that we have some solutions for these and are willing to be active.

    The following is both a strategy and a plan for a workshop that can be run in your community. It is immensely empowering for all participants. It is easy. Take each heading and ask participants to put down their thoughts and knowledge - very concretely, specifying people and places they know of. Take these ideas as a guide not as a rule.

    You will have an excellent plan at the end of the process. Work out who will do what. Ensure people opt in where they feel they really have something to offer and want to contribute.

    Our goal: Plans of Action

    To come up with a document which can be used by any permaculturists anywhere in the world as a basis for developing their own plans of action.

    They can then make it their own with local information and what is supplied here can be deleted or added to.

    We combined all the groups suggestions to achieve this.

    What we did

    Participants from many countries and all continents came together to workshop a document that can be used as a skeleton or framework for engaging with refugees in many situations.

    We divided into groups according to general patterns such as Africa, Europe, Australasia, and the Americas. Each group worked and reported separately.

    Then Engaging with Refugees was also a topic for the Next Big Step session as the convergence for all participants.

    ‘No one leaves home’ writes Kenyan born Somali poet Warsan Shire, ‘unless home is the mouth of a shark’. ‘No one puts their children in a boat unless the water is safer than the land’.


    Building Understanding

    Who are our refugee friends?

    We drew up profiles of the people likely to come to our countries and regions.

    • customs

    Basic attitudes and understanding

    • Refugees always leave home involuntarily. It is frightening and uncertain

    • Refugees are immensely grateful for homes, support and friendship

    • Building relationships are key to our approaches

    We took two main questions:

    • How can we prepare?

    • How can we support them through the stages of movement and resettlement?



    How can we prepare?


    We divided the needs and possible overtures we could make fitted the following situations.

    Emergency: On the Road in very makeshift camps

    Arrival in camps

    Recovery: Long term camps and internment

    Housing in communities

    Return home: Safety, support and preparation


    How can we support them through the stages of movement and resettlement?


    We made lists of possible activities and actions to fit these situations.

    The lists are guides only and not prescriptive.


    A. EMERGENCY PREPARATION in your locality


    Accept and Listen

    • Links with churches and faith groups and all other organisations

    • Manage zenophobia

    • Locate people already resident from that country already resident.

    • Find secure and safe places – if people are entering the community

    • Identify and prepare to access immediate needs

    • Events and activities: theatre and music, schools, plan to skills of refugees

    • Awareness to the wider community

    - Let people know in advance the realities of the situation

    • Construction materials

    • Upskill key people first aid, language, water purification etc

    • Communication and leadership

    Partner recognition – groups

    • Team building

    • Put up welcoming signs on every permaculture project

    • Ask your permaculture association what they’d like to do

    • Ask LGA Mayors to declare a ‘refugee friendly' LGA.

    • Learn some language – at least greetings

    • Disaster planning

    • Overview heirarchy of needs

    • Water, alternatives to bottled

    • Shelter and food

    • Find out where refugees are/will be housed

    • Communication

    • Find translators

    • Observe and interact

    • Combine efforts


    B. PEOPLE ON THE ROAD


    Visit when they stop

    • Ask what’s needed

    • Offer realistic assessment of what is ahead of them

    • Help with translations

    • Offer simple drinks, medications

    • Offer phonecalls, updates, weather reports

    • Make purchases and meet necessities

    • Offer quietness and calm


    C. ON ARRIVAL: TRANSITION PHASE in camps or communities


    Assist with basics and meet specific needs

    Create trust, learning and restorative opportunities

    • Tea, cake, chocolate

    • Registration

    • Lost and found and connecting

    • Accommodation

    • Activate water, food, energy, communication, health plans

    • Occupy through your teams for local and refugee populations

    • and give tasks for work groups

    • Meet cultural needs

    • Sort immediate needs for health, hygiene, death, training and communications

    • Translations

    • Help with communication back to homes and family

    • Celebrate

    • Longer term develop learning about everything and skills for work

    • Run short courses such as AVP and cultural expectations


    D. LONG TERM CAMPS AND IN THE COMMUNITY


    All camps to be productive, learning and restorative centres

    Adapt all camp activities if released into communities

    Co-ops

    • Courses in camps

    • Make connexions before people take off from camps

    • Buy land

    • Melanesia – buying land in Fiji

    • See potential

    • Refugee Support Associations

    • All projects to be refugee friendly

    • Bike repair etc.

    • Integrate all refugees into local groups eg music, arts, trades, professional

    • Invite people to your home


    E. RECOVERY


    • Support in designing and retrofitting housing

    • Assist NGOs with outputs and inputs

    • Ask what they need – identify elements

    • People care

    • Clowns

    • Sharing food

    • Language and pc training.

    • Involve permaculture graduates

    • Build friendships


    F. ABLE TO GO HOME


    • Offer books, food, addresses, small gifts

    • Possibly go with them

    • Help them design a life that is better than it was physically and mentally - permaculture

    • Stay connected

    • Invite refugees to your homes and projects



    Rosemary Morrow is one of the Grandmothers of the Permaculture Movement. She has focussed her work in Afghanistan, Uganda, East Timor, Solomon Islands, Vietnam and other places where disease, war and climatic disasters have created people of greatest need. Her unique perspective on permaculture for refugees is explored in this short video filmed during her Teacher Training at Applewood Permaculture Centre in the UK in the summer of 2015.

    So much in the news I hear the states or candidates who want to pretend refugees do not exist. It breaks my heart. Your listing and posts are refreshing and eye-opening. We need to know this, so thank you. I remember when I was in third grade and I read the Chernobyl residents were given a shoebox of uncontaminated soil to plant in, and how I cried. I grew up the rural North Dakota and schools were closing and houses were sitting vacant. In Kenmare you could buy a house for one dollar. I took all the money I had and asked my great grandma to drive me there to get an appointment with the mayor. This was a huge request because she only took the car out of the garage four times a year for medical appointments. I offered all my money, about twenty dollars, to the mayor to buy twenty house and asked him to give the houses to twenty families displaced and poisoned
