G'day Craig (and Linda), I was leaving it to others to reply because I'm a permaculture newcomer and Craig's question was a big one but no-one else has so here goes:
Obviously the 'best' place depends on your own preferences as well as whether you want to be a pioneer or go where permaculture already has a foothold. Such footholds include the Sunshine Coast (reportedly very active, with monthly meetings at Cooroy Hall), the NSW Far North Coast (there are people working in permaculture at The Channon, Nimbin, Uki, etc), and Sydney (but 2-5 hectares there would be costly). The Far North Coast is beautiful, land is still affordable and there is a lot of degraded land (ex cattle etc) crying out for a permaculture going-over.
Firms which install solar systems include Endless Energy at The Channon (which did the work at Diversity Farm) and Rainbow Power Company at Nimbin. You would also find a pretty good infrastructure in the area for popular permaculture plant species and non-hybrid seeds. For further ideas search 'Permaculture and Australia' on the net. Best of luck.
