Gov. in U.S. provides plants too the poor for free

For any and all of you whom are unable to afford to purchase edible plants and/or seeds because you are unemployed and on Food Stamps well that excuse is unusable. If you look at the fine print you'll find that 2 things that can also be bought with Food Stamps are seeds and plants. Don't believe me? The only condition is:
Seeds and plants which produce food for the household to eat.

As such your purchase will supply free food in the future rather than only at a single meal
