help! i have discovered this morning that my chives are covered in bugs that look a bit like fruit fly. i am not so worried about the chives but don't want them on my garlic and onions - any ideas? should i pull out all the chives before they spread?

My walking onions can get a bad dose of black aphids if it's too dry, but they've never headed for the other Alliums. Do the insects fly?

they either fly or jump far enough to look like they fly, this afternoon, they were gone, but the leaves are covered in something black/brown - the same stuff is on a few of the garlics as well but not nearly as thickly.

it could be dry, the chives are in a pot (on their way to a nicely composted/mulched garden bed) and try to avoid watering as much as possible, up until now they have been thriving!
