Even if it is for non human consumption. It is not hard to get a distilling permit for fuel purposes. Jacking is freezing wine to separate the water from the alcohol. Beer is distilled to make whiskey, wine is distilled to make brandy. You do not need a permit in the US to make up to 200 gallons a year for each adult in the house of beer and wine. This can not be sold, you can give it away, share it, or drink it yourself but not sell. In Oz, you could destroy the land and make it uninhabitable without piquing the interest of most. You could, have a couple of dominant supermarket chains destroying the lives of farmers and the quality of our food, with out people putting up much of a fight. You could clear-fell the oldest growth forest in a national park and only a few people would bother to get out and chain themselves to a tree. You could tax them to the point of ridiculousness and they would be happy to just whinge and moan but never actually do anything about it. But if you took away the right to brew their own booze, whether they ever exercised that right or not, there would be riots in the streets. Or at the very least they would vote in a new government that was hell bent on raping the land and shifting every ounce of profit offshore, on making life as hard as possible, provided they upheld this right to home-brew. Having said all that, if you took away the right, Aussies in droves would decide that it was their god given right anyway and brew even more than ever, just out of spite. It is amazing how apathetic we can be, but give us the right motivation and we will move heaven and Earth to achieve it.
