Yes k, it looks. Bolivia is well on its way to become a full grown Narco-Sovietism. I wont comment on that but would be very glad to share my experience with your community. Furthermore I am half way for a Master in agricultural engineering - Recycled aquaculture at high elevation. Then I'll claim a PhD in engineering for integrated farming systems, also at high elevation. Here the technology level and availability of materials are excessively rudimentary, I don't think I could come up with something serious.
